    Update on Expired Licences and the Firearm Amnesty

    We wish to advise that one of our trustees, Mr Damian Enslin, attended a Western Cape Dealers Forum meeting on the afternoon of 7th June 2017, which meeting was attended by Major General Bothma, the Commanding Officer of FLASH, as well as by Col. Van Lill, the WC Provincial FLASH Commander.

    Mr Enslin raised two issues at the meeting - the amnesty as well as the apparent ongoing operations to seize firearms from those with expired firearm licences....

    SAPS Western Cape Gun Raid Halted

    SAPS have confirmed to SAGA that the raids launched on April 11th have been halted. The operation, apparently aimed at gun owners only in the Western Cape and narrowly focused on the northern suburbs of Durbanville and Kraaifontein, saw multiple gun owners being strong-armed by SAPS to hand over guns with expired licences.

    SAPS to raid Western Cape gunowners

    SAGA has been advised that SAPS in the Western Cape will be conducting an operation aimed at gunowners who have failed, for whatever reason, to timeously renew their licences in respect of specific guns. It appears that SAPS teams will be conducting ‘raids’ on targeted individuals mostly at their residences with a view to confiscating guns and ammunition. SAGA cannot at this stage speculate as to what SAPS intends to achieve by this action, nor what other steps may be taken by SAPS at the time...

    SAPS Firearm Amnesty Delayed

    Plans by the Minister of Police to enact a 6-month amnesty of so-called ‘illegal’ firearms were thwarted in Parliament on Wednesday when the Chairman of the Police Portfolio Committee pointed out to the Minister that the planned amnesty had to be ratified by Parliament. Parliament goes into recess this week.

    SAGA has received several queries from members concerning the communique1 from Major General Bothma of SAPS CFR dated 3rd March 2017.

    Although the communique is an internal communication within SAPS, there are parts of same which are deeply concerning to SAGA, especially with the respect to those members who may be in possession of firearms with expired firearm Licences, and such members possibly being charged in terms of section 3 of the Firearms Control Act.

    Draft Firearms Control Act Amendment Bill Withdrawn

    On 30 January 2017 news broke that the draft Firearms Control Act Amendment Bill (2015) was withdrawn by the Minister of Police and that a task team has been appointed in the Secretariat to do a comprehensive revision of the Firearms Control Act. We do not know what this revision entails, or the extent to which it may/will differ from the previous draft Bill.

    We hope this means that govern-ment will be looking at all the representations submitted in January 2015 and the issues raised...
